UN-Habitat Pakistan is seeking an experienced Environmental and Social Safeguard Specialist to conduct Initial Environmental Evaluations (IEE) and develop Environmental and Social Management Plans (ESMPs) for urban slum settlements in Quetta. The consultancy supports the project “Harmonizing Afghan Refugees and Host Communities in Urban Slums in Pakistan for Peaceful Coexistence and Social, Gender-positive Inclusiveness” funded by the Government of the Netherlands.

The assignment focuses on identifying, assessing, and mitigating environmental and social impacts of civil works and community infrastructure interventions in line with national, provincial, and UN-Habitat safeguard standards.

Responsibilities

Conduct Initial Environmental Evaluations (IEE) for slum settlements in Quetta
Review Strategic Settlement Plans (SSPs), designs, BOQs, ToRs, and procurement packages
Carry out site visits to assess baseline environmental and social conditions
Identify and assess environmental and social risks and impacts (construction, OHS, community safety, waste, dust, noise, traffic)
Prepare IEEs and site‑specific Environmental & Social Management Plans (ESMPs)
Ensure compliance with PEPA, Provincial EPA IEE Guidelines, and UN-Habitat ESSS policies
Conduct stakeholder consultations with communities, women, NGOs, and local authorities
Review and strengthen grievance redress mechanisms of implementing partners
Identify vulnerable groups and integrate their needs into mitigation and monitoring plans
Develop monitoring tools, indicators, and ESMP cost estimates
Provide safeguard compliance training to approximately 10 project staff
Coordinate with Provincial EPAs to obtain environmental approvals
Perform additional environmental assessments if new settlements are added

Requirements

Master’s degree in Environmental Science, Environmental Engineering, Natural Resource Management, or related field
Minimum 5 years of professional experience in EIA/IEE preparation
Proven experience with Environmental & Social Impact Assessments
Registered with Provincial EPA or another recognized environmental regulatory body
Strong experience with Provincial EPA approval processes
Experience working in multi-disciplinary and community-based projects
Strong analytical, reporting, and stakeholder engagement skills
UN consultancy contract (LICA)
Output-based lump-sum payments
Opportunity to work with UN-Habitat on nationally significant urban projects
Professional exposure to international safeguard standards
